Dear Wellman,
You may remember that I visited your offices at the beginning of the year to clear up some rates issues; I have the small but very loud baby.
We have given the Municipality sufficient time to get things cleared up - we are all aware of how slowly the wheels of bureaucracy can tun, so we left it for 6 months, and now we are coming back to you because things have not improved - we did not get any notification of any change in rates, nothing was included on the statements to show either an increase or decrease/ rebate, and additionally, we have now been sent another person's rates as well. So, let me set it all out clearly so that you are able to deal with the issues individually - it has probably been long enough for you to forget the specifics, seeing so many people on a daily basis can cloud the memory, which is inevitable. So, here it is:

The rates are for 51 Stellar Crescent Kingssburgh Ward 12.
This has absolutely nothing to do with us at all, ever in the past, present or future.
Please change this postal address so that it goes somewhere else.

The rates are for 7 Blesbok Drive Belland.
I need to query whether these rates are for D van Springsteen at 7 Blesbok Drive (who is my boyfriend's father), or whether the rates are actually for D P van Springsteen at 7A Blesbok Drive. These are two separate properties and so there could be some confusion as to whom the rates should be addressed, since the postal address for this account goes to my boyfriend's cluster box address, which is NOT owned by his father.
Please ensure that this bill is going to the right person.

Concerning rates for 7A Blesbok Drive
We initially asked that you correct the status of our property at 7A Blesbok Drive to reflect that it has not been vacant since August '07, and belongs to DP van Springsteen. This has not yet occurred, to our knowledge.
We also asked that the rates be retroactively reduced and that the next statement reflect this. This, too, has not occurred.
Because we were waiting for our corrected statement, and have not yet received it, our rates have been mounting up, as has the interest on the outstanding amount. Since we have taken the necessary steps on our part to rectify this issue, we expected that the Municipality would do its part in sorting it out. We have waited six months, as mentioned earlier, for the problem to be fixed and it has not. We feel that it is unreasonable for us to have to pay interest on the outstanding amount as well, simply because the municipality works slowly and sometimes gets it even more wrong than it was before. Therefore we ask that you also credit the interest accumulated on the outstanding rates for 7A Blesbok Drive retroactively as of a reasonable period of time (6 weeks should have been enough time for the query to have been cleared up, surely) after our visit to your offices in January '09.
This in addition to the other abovementioned queries requires your attention, and we appreciate your confirmation on receipt of this email, as well as when all the queries have been attended to.
Please be aware that we understand that it is difficult to gets things done in the Municipality. Having to work with semi-literate, politically-motivated morons who have achieved their positions primarily through nepotism must present a challenge, and for that, you have our sympathy. Please know that this is not an attack on your character or standard of work, however we still require for this to be sorted out and will not leave it so long again.

Dear Clint Harris,
With reference to the above rates number, and regarding the query which was lodged on 1 May 2009 for the abovementioned number, we wish to confirm the following steps have been taken:
1) a query was submitted to the eThekwini Municipality Rates department for the classification of the address of portion 2/485 Blesbok Drive Belland as vacant land, which has not been the case since July 2007;
2) the query was followed up and resubmitted by Rates to the Municipality Evaluations department on 1 May, at which point it was recorded as being submitted to your offices;
3) I have subsequently spoken to the Rates Department employee, Mr Wellman Mandelsson, who has been handling my query, who directed me to contact Irman Raines at Evaluations, who confirmed that they have been waiting for the query to be handled since it was submitted on 01.05.09, just over three months ago;
4) I was directed to contact you directly, but have failed to do so on your landline or cell numbers.
Your immediate attention would be appreciated in terms of the following actions:
-kindly reclassify my property as having a building on it
-this can be confirmed by the building inspector for my area, Gilbert, who approved the building and has seen the building personally, with his own eyes, this type of evidence being difficult to dispute
-kindly acknowledge your receipt of my mail and cc the above addresses in on your reply
-kindly inform myself and the above addresses when this has ben attended to

Dear Steven,
Below is an email I sent to your employee, Clint Harris.
As you will note from the date, he has had time to respond, and has not done so.
I suspect that I may have sent it to the wrong email address, in which case, I would ask that you forward it to him. If his email address is in fact correct, I ask that you kindly motivate him to exercise his manners and at least acknowledge my query, which he has not done.
Of course, the best I can hope for is that you get him to attend to my actual query and revalue my property.

I wish to register that I have been through all the possible channels and steps that are possible for me to clear up our rates queries, and have not been assisted or even responded to by Clint or Steven. So when I appear in your offices with a semi-automatic weapon because my tenants' electricity has been switched off because our Belland property rates were consolidated with our Durban property's utilities, you will understand that I felt there was absolutely no other alternative.
Just to clear that up in advance, nothing personal.
